Stay to the west when the area begins to open up to Lost Ark Gold follow an aerial pipe over your head. It will eventually go southwest. As you follow the pipe, you'll get to a ladder. As you stand at its foot, an icon that says "climb" will appear.
At the top, work to the north, descending the roof and across several thin planks. You'll end up on the top of a huge building, which has three seeds. Two are in plain sight across the flooring, the other slightly obscured behind the chimney on the roof's central part.
