Why does my international transmission keep hanging on the dialing screen?

I'm trying to send a multi-page document to an office in the UK, but the connection keeps timing out after the first page. I tried dialing the exit code plus the UK country code (+44), but it fails halfway through every single time. Is there a guide or specific setup that prevents these mid-transmission drops?
